Googles campaign optimizer tool is available to some advertisers. This tool will optimize your adwords campaign at your request. Located on the main campaign page, next to the “Edit Campaign” settings link.

The Campaign Optimizer is a free AdWords tool designed to help you fine-tune your advertising campaigns. When you run the Campaign Optimizer, we automatically analyze your budget, keywords, and landing page, and create a customized proposal for your campaign. You can then review the proposed changes and accept the ones you want to apply.

This optimizer tool like other optimization tools offered by Google for Adwords, does not guarantee results that you may consider to be successful and needs to be monitored closely when used.
